About the Role
Cloudflare is seeking a highly skilled, self-motivated Senior Technical Program Manager to lead the company’s strategic Governance, Risk, and Compliance program, initially focused on the Department of Defense Impact Level 4 (IL4) initiative.
As a Technical Program Manager focused on Governance, Risk, and Compliance, you will define, align, and drive complex security and compliance programs that reduce risk and enable Cloudflare’s regulated business. You will manage stakeholder expectations, proactively identify risks and dependencies, and ensure the delivery of predictable, high-impact outcomes.
The ideal candidate is process-oriented yet remains flexible and iterative. You excel at navigating ambiguous technical challenges, fostering collaboration across teams, and asking the insightful questions necessary to drive stakeholders toward measurable results. This position requires a professional capable of managing complex tradeoffs and coordinating teams across global time zones.
Key Responsibilities
- Partner with the Governance, Risk, and Compliance team as its dedicated Technical Program Manager
- Lead the integrated IL4 roadmap, milestones, dependencies, and execution cadence
- Connect with stakeholders through expert communication and diplomacy to maintain alignment and encourage collaboration
- Establish and maintain a program operating cadence: roadmap, governance forums, decision log, risk/issue register, communications plan, and executive reporting
- Build automations and AI agents to handle routine program administration at scale
- Utilize AI platforms to consolidate diverse project streams into unified roadmaps, generating initial metrics, status updates, and executive reporting dashboards
- Navigate ambiguity and shifting priorities by identifying tradeoffs early, applying risk-based judgment, and balancing long-term compliance objectives with urgent security needs
Desirable Skills and Knowledge
- 8+ years of experience in technical program management, with a track record of continuous improvement
- Experience in cybersecurity or security program management in a technical, fast-moving environment
- BS in Computer Science, Information Technology, Information Security or related field or equivalent experience
- Proven track record of creating realistic project plans, managing dependencies, and overseeing execution to meet commitments with predictability
- Working knowledge of federal cybersecurity and authorization frameworks (for example, NIST SP 800-53, RMF, FedRAMP, and DoD SRGs), with the ability to translate requirements into program plans and measurable delivery
- Proven ability to communicate effectively with stakeholders at all levels, including executives
- Hands-on experience or a strong competency in leveraging AI productivity tools and development platforms to automate routine program administration, with rigorous human-in-the-loop review of AI output
- Comfortable managing tight deadlines, changing priorities, and ambiguity
- Proven ability to forge and sustain effective partnerships internally and externally
- Strong competency with Confluence and Jira and various development methodologies
- Embraces technology including automation and AI augmentation
- Experience working with multiple time zones and cross-functional teams
